Some 10,000 housing jobs may be created through new funding issued to local authorities blighted by derelict empty homes.
The housing secretary John Healey said that £1 million would be given to help councils deal with empty houses, allowing them to renovate and refurbish them as social properties.
He added that this would help deter people from using the homes in anti-social ways - whether those be drug use, squatting or vandalism.
The home office minister David Hanson backed the scheme, noting that derelict homes were often "a catalyst for crime".
"Tackling anti-social behaviour is not just about using tough tools and powers to prevent people intimidating their neighbours and running down their communities," he concluded.
Councils which will receive the most funding from the initiative include Bolton, Doncaster and Milton Keynes, which are all part of the 17 local authorities chosen specifically because of their particular problem with empty homes.
